No, this isn't a Blender cube inside Unreal Engine 5. A Reddit user named V4LK added a quality-of-life improvement to the Unreal Engine's gizmo with a toggleable option in the editor to simplify moving or scaling objects, primarily for level design. By default, it's fixed to the world's positive axes, but V4LK's tweak makes it always face the camera. As the developer mentioned, coming from Unity, it always bothered them that Unreal doesn't include this feature.
Sure, it's definitely a preference thing. For V4LK, it was mostly useful because it makes it a bit easier to grab the planar translate when they're below or behind the actor. V4LK is also working on a small improvement where the arrows always face in the positive direction, which could make it even more convenient.
Unfortunately, the developer can't create a plug-in because it modifies some really fundamental code. However, they submitted a pull request for Unreal Engine 5 to include this feature in the next release, so you can either upvote it or implement the code yourself in your own engine.
