I'm sure it will work...
Final Fantasy 7 Rebirth is coming to PC on January 23, and with it – players' infinite creativity. While the game's director Naoki Hamaguchi must be happy about it, he has asked fans not to make "offensive or inappropriate" mods for it.
If this sounds familiar, no wonder: just a couple of months ago, Final Fantasy 16's producer Naoki Yoshida did the same. I guess it will be a trend now for the franchise.
"While the team has no plans for official in game mod support we respect the creativity of the modding community and welcome their creations," Hamaguchi told the Epic Games Store. "Though we ask modders not to create or install anything offensive or inappropriate."

Sometimes, mods turn into something truly grand, like FOLON's DLC-sized Fallout London released this year. However, most of the time, players don't have such ambition, and some spend their free time making tiny swimsuits for characters, and this is the tamest example.
I'm sure those who had "inappropriate" ideas in mind will not care for Hamaguchi's words, but maybe it can be a working tactic for the series, it's no coincidence Final Fantasy creators said almost the exact same thing about two of their games, so time will tell.
